New Cannabis Program to Address Inequity in Unincorporated Area

In a recent development, the San Diego County News Center reported on a new equity program adopted by the County to address inequities in the unincorporated area concerning cannabis business ownership. The initiative aims to support individuals negatively impacted by the War on Drugs and provide them with opportunities in the legal cannabis industry.

The program, known as the Socially Equitable Cannabis Program, was directed by the County Board in January 2021 to promote fairness in business ownership by reducing barriers to entry. As part of this initiative, the Social Equity Entrepreneurs Program will assist individuals affected by the criminalization of marijuana in participating in the regulated cannabis market. Additionally, the Social Equity Beneficiaries Program will provide support to deserving applicants who choose not to engage in the cannabis industry.

Andrew Strong, Director of the Office of Equity and Racial Justice, expressed, "This is a significant first step for our County to address harms that were done to our Community by the County and other government agencies. Although we are excited, we acknowledge that we can and need to do so much more."

Chairwoman Nora Vargas highlighted the importance of the program, stating, “I am proud that this program will focus on equity, access, and business opportunities to help rectify the injustices against people of color caused by the many years of failed policies like the War on Drugs.”

The County's efforts have been informed by a Social Equity Assessment conducted in October 2022, which included community feedback to address the adverse effects of cannabis criminalization. Following the assessment, the County received grants to support the implementation of the program, which aims to provide sustainable opportunities for growth for those most impacted by the War on Drugs.

A nine-member group will be involved in shaping the program, with representatives appointed by County supervisors. The group will provide an annual report back to the Board to ensure accountability and progress in addressing inequities in the cannabis industry.

The program's focus on equity, access, and business opportunities underscores the County's commitment to rectifying historical injustices and promoting inclusivity in the cannabis sector.
