San Diego County is implementing new security measures for recipients of CalFresh, CalWORKs, and General Relief benefits by introducing enhanced Electronic Benefit Transfer (EBT) cards. Approximately 405,000 residents will receive these new cards designed to combat theft through skimming and scamming. Last year, nearly 23,000 incidents of theft were reported in the county.
The updated EBT cards come equipped with a chip and additional security features aimed at reducing unauthorized access and fraudulent use. Rick Wanne, director of County Self Sufficiency Services, expressed support for the change: "We are excited the State has made this change to protect our customers," he stated. He emphasized the importance of these benefits for San Diegans striving towards self-sufficiency.
EBT recipients should expect their new cards in the mail starting February 25, 2025. Activation should occur promptly upon receipt by using it at an eligible retailer. Users have up to 180 days to activate their new card.
Recipients are advised to utilize the tap or chip insertion method when making purchases with their new EBT card rather than swiping it. Benefits will automatically transfer to the new card while personal information and PIN numbers remain unchanged. It is recommended that old EBT cards be destroyed once the new one is activated.

CalFresh users rely on these cards for purchasing fresh produce and nutritious food across various stores statewide. CalWORKs and General Relief beneficiaries use cash aid provided via EBT for essential needs such as food, housing, clothing, or other necessities contributing to self-sufficiency.
